Not an answer, but some other leads to follow - The Phinney Neighborhood Association runs a Tool Lending Library. Stands to reason that they might know of a shop like what you are looking for. Call and ask - (206) 789-4993
You could also check at places that have shops and offer classes, like Pratt Fine Arts Center, or a community college.

You could also call over to Crosscut Hardwoods and ask if they know of anyone in SODO with shop space available for share.
