Bliss on Broadway is supposed to be good. The food motif can be a little tiresome, but as far as I know they are as local as you can get.

I worked for a company up in bellingham called Brambleberry . They sell all the ingredients to make your own soaps/lotions/bath products and offer a bunch of organic/natural options as well.
Might make a few fun summer projects.

I like Ballard Organic's foam soap dispensers, but that may not be what you're looking for. They make organic bar & liquid soaps but used to have nice gift baskets with lotions and scrubby things, although I don't see any gift baskets on their website right now. It's all made in their store on Brooklyn NE & NE 50th in the U-District, and you can buy the soaps at Mad Market, PCC and Bartells.
Also there's Alaffia , an Olympia-based company that uses fair trade shea butter in a lot of their stuff. I think their products are pretty rich, which might be too much for some people. They also sell stuff at Mad Market & PCC.
And if you want to make your own stuff, there is Zenith Supplies up on Roosevelt and 63rd. They have pretty much everything you need to make your own beauty stuff, although not very much of an organic selection.
