I use www.fatcow.com. It's really cheap for hosting. The trick is go all the way through the registration process and then right before it wants you to pay, you just close the window and a pop-up will come up offering you a better rate (something like $3.75/mo). It gives you one free domain w/ registration and also has a bunch of tools for simple development (blog builders, forum apps, etc.). The only thing is that about two months after I signed up, there were issues with down servers for a couple of weeks which was really pissing me off. But I haven't had any problems for a few months now. Also, they have pretty helpful, free, 24/7 customer service. Good luck.
Edit: oh yeah, also has unlimited hard disc space, unlimited bandwidth, unlimited mysql databases, domain hosting, and email accounts. All the goodies. Check it out.

Best thing to do is go with suggestions already made, but if you want to do it yourself you could use Weebly which will allow you to build and host the site including blogs, etc.
It is simple to use for someone with basic skills, but in the end you are better of hiring someone if you "don't speak computer"

I was going to suggest you might take a gander at www.thetempestonline.wordpress.com as the pair of guys that run that are pretty webpage happy and knowledgable... (or at least as much as two gay guys who are struggling to get away from discrimination can be, right now...)
Though they are much farther down the coast than you are, they MIGHT be interested in helping.... but I think you have some local resources that might be better. The timing isn't quite right for Dan and Seth right now. Read their blog if you want a horror story... Daniel might be able to help as he'll have time on his hands and could use a good reference.
