• It seems like I see it everywhere-grocery stores mainly. • If you're desperate, you could always pop into Pagliacci's. At least some (all?) of them carry mexican coke. Also, you didn't ask about it, but I want to make a push for Thums Up, an indian cola. I don't believe it uses cane/beet sugar (and maybe that's why you want mexican coke), but it's still worth a try. Outside of Seattle proper, Plaza Latina in Shoreline, on the east side of Aurora Avenue North, just south of N. 175th St. also carries Mexican Coca-Cola.
