Is it kind of sproingy when you swing it lightly in your hand? Try grasping it by the handle and lightly smacking the palm of your other hand with the rounded side of the bowl end. Does it pack more punch than you expected?

If so, it's for cracking ice. Put an ice cube in your palm and lightly smack it with the tool, and you now have a handful of crushed ice for drinks. Act quickly or you'll freeze your hand. Don't WHACK your hand; let the spring of the tool do the work.

Is it used to make Feuerzangenbowle? That's a German drink, usually made around Christmas. You soak a sugar cone or sugar cube with Bacardi 151, put it on a spit, and let the alcohol and melted sugar drip into spiced wine.

It kind of looks like you could put the sugar on the nubbin' and drip alcohol into the spoon thingey. The handle keeps your fingers cool. However, the tool I've seen that make Feuerzangenbowle usually have two arms so you can rest it over the pot containing the the hot wine, so you don't have to hold it.

    Just a wild guess...
